The Chairman of the Oversight Committee can go to federal court and have a lawful subpoena enforced if it is refused by the National Archives. They have the power to use inherent contempt but it hasn't been used in modern times, but it does exist. If Congress can't subpoena the Executive Branch then Congress is not a co-equal branch of government.

Has nothing to do with expanding the size and scope of government. It is odd and unusual for a Vice President to use pseudonyms in email correspondence. The president could clarify things by simply declaring whether did or didn’t, and if he did, just explain the purpose.
