Interesting. I definitely approve of anything that makes people think a little bit more about nudity. Seems a bit wasted in Germany, though. They should give it a try in the US.
Unfortunately, it would explode into political shrapnel if tried here. San Francisco's Nude Day event worked because there were so many people participating. A single person riding naked on a subway? Alas, I doubt she'd even make it to the train.
It does serve as inspiration for the upcoming Nude Day contest, though.
Could take it from another end. A subway passenger seeing everyone as nude when they aren't and then see where that goes.

It makes me a little sad that I don't even have a commute,
Why is that? She has nothing to hide.

Thank god I no longer do. It once was between Washington and Bangkok. Two choices. Do I take PanAm 1 west or PanAm 2 east? Very little difference in distance.
That reminds me of a Sales/consulting trip I took in the '80s, SFO to Manila, Bangkok, New Deli, Athens, D.C. and back to SFO. I got a lot of miles on PanAm in those days. But, I never saw a naked commuter.
