It's not even Italy's most romantic city, Venice is for lovers and no where near as dirty.

I haven't been to Venice, but Rome's not dirty! (at least not in winter).
I love Paris more than anything, but I don't find it especially romantic, maybe because I can't NOT always be busy there.
But Rome is so small and tucked in on itself and has this sort of rippling masculinity and it smells like history and marble and gasoline and has all those little churches. Not to mention Roman men and their flirting!

Florence - arts, river, bridges, tradition of tying lock together on the bridge and throwing keys in the river, weather, cafes and Italy!
