That number is born out of cheatyness. The way sex surveys are typically worded, 20% of women had penis in vagina sex in their last encounter, but did not recieve oral sex and still orgasmed. I've never seen a sex survey that directly mentioned clitoral stimulation. You can phrase questions to skew the results toward whatever you want.
I've also seen surveys where anal sex in the last encounter was highly correlated with female orgasm. That doesn't mean having their assholes drilled got women off. It means the more sex acts that happened in the last encounter, the more likely both of those were to happen. It was kind of hilarious how the data was actually presented, though. Women that had anal sex were more likely to orgasm than women that had oral sex or vaginal sex. Seriously, WTF!!!
