Waltz was confirmed as National Security Advisor by the Senate. Once you're confirmed by the Senate you can hold any job in the administration. Musical chairs happen all the time...although Orange Julius Caesar™ seems to assign/reassign job at random. So Waltz does not need to be vetted by the Senate once again.

Waltz got the boot from the NSA position because he supposedly shared highly classified Iranian targeting information with his close personal friend, Ayatollah Netanyahu from Israel.
Waltz probably "won" the classified info in one of Pickled Pete's Friday night poker games.

He basically threw him into a non position to get him out of the way.
And no, the UN is not something that he'll do shit in. I'm not even sure they'll approve his new nomination.
