Men cut off shorts

How short is to short for mens shorts in a casual environment. Like lounging around or walking in public.

When you make cut-offs, it's good to do something with the raw edge, like either cutting it into tassel strips or shredding it a bit to make it fuzzy. Me, I have no problem with any length of shorts as long as genitals/pubic bush/underwear isn't sticking out.
