I don't think there is necessarily a causal relationship between a woman taking care of her feet and wanting them worshipped. All sorts of women get pedicures who aren't into having their feet worshipped, myself included. That some women, into having their feet worshipped, may have the worshipper care for her feet does not make it so for all, or even the majority of women.
Of course some men are into foot worship. As are some women. Again, you've added a correlation to domination. It's been my experience that you can be anywhere on the D/s scale and be into that kink. Not sure why you added the domination issue. Would you explain?

I'm not even sure that I'd say there are a lot of women who like having their feet worshipped. I think it's more that there are a lot of men who want to worship women's feet.
I've been with a man who liked having his feet kissed and rubbed, but I'm not sure that qualifies as "worship" or not. There was nothing sexual about it. His feet were tired and achy, and I loved him. That was basically it.

I could totally see myself worshiping S's feet while he was wearing some leather or military boots if he wanted me to. Eff. Actually, I would be all over that, but the demand on his part would have to be there.

And I think there's a difference between taking care of one's feet and wanting to have them worshipped. Just because I like to keep my toenails painted and enjoy foot spas and massages, it doesn't mean I have a foot fetish, want to display them or want to have them worshipped by anyone.

In the story, the character is expected to perform rather more than basic foot care and, while writing it, I do find the idea of working as a 'foot servant' very exciting - the idea, of maintaining and pampering the feet of often arrogant and disdainful young ladies and women, under the orders of 2 female bosses...
As Stella_Omega quite rightly puts it - all power to them.

Women find it hard to not care about people who care about them-- even if that person only cares about their feet. We tend to want a little more connection. The women who make their money being FemDoms create these personas-- they pay their rent that way.
It's my theory that a man who fetishises cold arrogant women might not want to have any connection with women beyond his fetish, and tries to keep them at arms length. In the story I mentioned, the 2 female owners of the Pedicure Salon (who I actually portray as good natured, and fun loving young women), have the real expertise, and they do the vast bulk of the actual pedicure work themselves.
I completely take on board what you say about arrogance and disdain being a rare trait among women. I portray some of the Pedicure Salon's clients that way, purely because that is what's called for, in my fictional, foot fetish/femdom story. In common with other stories I have written, the plot is quite absurd, and not meant to be taken seriously - a bit of a laugh, really. And hopefully, a treat for the foot fetishist.
Your last point is a bit trickier to answer: no, I don't want to keep women at arms length, beyond my fetish. I often fantasize about being put in humiliating situations, and writing such stories help bring the (highly improbable!) scenarios of my fantasies to life. But, while my own fantasies are what inspire and drive my stories, and so I suppose I am writing primarily for myself, still, I find it very pleasing when a reader tells me that he/she has enjoyed reading it.
Having said the above, while I think that having fantasies is all well and good, I also think that, whoever said that you should be careful what you wish for, knew what they were talking about...

Feet are gross due to sanitary issues. Maybe I've just seen too many "fungally" funky digits? However, I have had my toes sucked a few times.
