I'm not quite sure what you're asking here - if you're horny and can rapidly resolve the need, either by yourself or with a convenient volunteer, then frustration won't be a part of the horniness.

If you can't resolve the issue in timely fashion, then there will be frustration.

I don't think that is different across the sexes, though the frequency and issues of resolution might be.
