My town is full of these places. I see the little places in tucked away strip malls, with their fully-draped storefronts, little neon lights, etc. I've never been in one of these places. Quite a few of the 'massage parlors' here are in 'general pedestrian areas' which means next door might be a fruit stall or a toy shop, a clothes store. There is less stigma to those places.
Brothels (straight up ones) are often located near hotels, railway and bus stations, off the main street - they can be 'seedy' - and next to sex shops (all the goods are on display like any shop - ie no 'back room', sealed sections. How open is that?
But I leave the best location for last - many brothels are close to police stations.
I have heard that brothels are allowed to operate because they have connections with police. Smacks of corruption, but hey I bet it works that way in the west too.
