We will all have to excuse Senator Kim (D) for his lack of knowledge of how the US Government works. He does seem very confused, but we can forgive him if he's only been in the House when Biden has been the "President." At least nominally, anyhow. In a Democrat administration Agencies make their own rules and decisions. They don't answer to the Chief Executive. He forgets it's actually supposed to be the POTUS making decisions and Directors work for him.

Under President Trump, we have actual political control and responsibility. with Trump delegating that responsibility and expecting Government Agencies to follow direction from - gasp - the appointees.
