I just saw this article that partly answers your question. Sounds like they already know who to arrest. Just a matter of going to their homes or workplace and rounding them up.

Immigration officers likely have already obtained arrest warrants for the targeted individuals in Chicago that would give them grounds to make arrests or searches, whether or not the resident opens the door. Officers should take additional steps if they detain someone without a warrant in place, but historically haven’t done so in big immigration roundups, Zwick said.
