MANSFIELD, Ohio — A man who quit as a Richland County commissioner two weeks ago has pleaded guilty to felony sex abuse involving a teenage girl

David Swartz, 66, of Shelby, pleaded guilty on Monday to two felony counts of sexual battery. He could be sentenced to up to 10 years in prison.

He appeared before visiting Judge Otho Eyster in Richland Common Pleas Court. He had told investigators earlier that the abuse of the girl, now 17, began when she was 6 or younger.
