I heard this phrase on the news, along with, Keynsian Economics advocates hiring half the work force to dig holes and the other half to fill them in; truly an economic plan of a lunatic.
The program in question is the, 'Cash for Clunkers' Pigouvian legislation from the current Congress. It is even worse than lunatic if you really consider what is actually happening.
The government is using Tax monies to pay for destroying thousands of perfectly good automobiles; thas right folks, all those "Clunkers" by government edict will be crushed and sold for scrap by order from Washington, D.C..
The incumbent majority is grinning ear to ear as the idiocy is producing work for car salesmen and , although the cars purchased have not been documented, but the assumption is they will be Hybrids, getting higher mileage and reducing pollution in the atmosphere.
American's, always open to 'free money', quickly exhausted the funds made available and the incumbent majority is whipping up a couple more BILLION dollars for this totally worthless program.
Dig a hole, fill it in. Programs like that actually were in place during FDR's administration and for the same reason; keep people busy at useless work so they can learn to depend on the government for income.
The writing is on the wall. I am preserving the copy of the Newsweek edition with the big blue headline on the front page: WE ARE ALL SOCIALISTS NOW
