Plus, there isn't a a whole lot of lame ass flirting going on. So, that's part of it.

When someone is being rude in public is there any added advantage of saying "I normally never do this" as part of the apology? Will you give them a little wider birth or do you just see it as false words that are said to make the offender feel better about themselves?
 
I think those qualifiers are pretty useless.

Here in the south, a common saying is "bless their heart". It's usually said by bitchy southern women in an attempt to make themselves sound less bitchy. It usually goes something like, "Did you see that denim jean jacket she wore? It made her look like the skank out of an 80s teen romance, bless her heart." It is as if the "bless her heart" tag line gives someone carte blanche.

and to whom are you apologizing? you don't need to apologize to me if you were rude to the waiter. apologize to the waiter and I'll be impressed.
