Yeah, I wasn't using a dictionary's definitions, which says the two words are interchangeable with no clear difference between the two.
I read the question as what are YOUR definitions for the two, and in my review, I recognize that a guy and girl can flirt, only to start dating based on the flirting. Sometimes it doesn't go anywhere, but just because "the skyrockets" fizzled, but not necessarily because one never had ANY intentions.
