Kansas Tax Patches Fail as Tea-Party Experiment Riles Residents

Kansas lawmakers in June approved the largest revenue increase in state history thinking they’d closed a $400 million hole created by income-tax cuts Republican Governor Sam Brownback pushed through three years earlier. They hadn’t.

The state took in $66 million less than expected in the three months ending Sept. 30, and the turmoil is expected to worsen next week when a panel of economists issues its annual projections. They are likely to confirm the need for the Republican-controlled legislature to adjust the budget again because promised benefits from the decrease in taxes still haven’t materialized.

"The income-tax cuts passed in 2012 and ’13 were way too steep and way too quick," said Senator Jeff Longbine, a Republican from Emporia. "The revenue continues to decline and we have to do something."

There's a reason I spent as little money as possible when I passed through Kansas this month. I had to stay overnight but other than gas I didn't spend money elsewhere.

Cannabis is not a grass (poaceae). Totally different plant group, as distinct as as grasses and conifers.

As for what grows in Kansas... About 80 species and subspecies of cacti grow in California, 120 in Arizona, 140 in New Mexico, and even 4 in Virginia. In Kansas, only one. Only one rugged little bastard is tough enough to survive the broiling summers and frigid winters. (Kansas is always either too hot and too windy or too cold and too windy.) But the growing season *is* favorable for cannabis. Just don't expect brain-dead pols and their dumb-ass constituents to get rational.
 
As for what grows in Kansas . . .

What grows in Kansas:

The agricultural outputs of the state are cattle, sheep, wheat, sorghum, soybeans, cotton, hogs, corn, and salt. Eastern Kansas is part of the Grain Belt, an area of major grain production in the central United States.

And, I have no doubt, certain other crops not included in the official agricultural statistics. ;)

Oh it will grow like crazy but the flower quality would be shit....most cannabis strains are generally sweeter tasting when they don't cook. That's why the best bud is grown either in the mountains or near the ocean. Full July/August sun...all day every day....78F. That shit doesn't happen in Kansas.

But it does happen in warehouses with A/C. :D

Kansas outdoors would be good for hemp fiber growing though....kick ass at it actually.

But no no no...like good republicans and Christians they ignore the Bible and treat Reefer Madness their favorite partisan propaganda, like the word of GAWWWWDAH!!!

Lawmakers weary of revenue forecasts that are frequently proven overly optimistic point to 2014, when wild swings dominated the first six months — exceeding expectations by a combined $127 million at first, then followed by three months that came up a total of $333 million short of expectations.

Further on, from Republican Carolyn McGinn:

The reason Kansas is being talked about is because of the insistence by various braindead members of the Republican party that lowering taxes will increase revenue despite 30 years of abject failure.

Brownback has gone wholehog on this charade and despite the obvious reason for Kansas going from a state which had a budget surplus to one which is now falling further and further into debt, he is clinging to this fantasy like grim death.

When Republicans say they are fiscally responsible one only need look at the evidence to see the truth of their lies.
 
If Progressives make Kansas the example of Rethuglican Trickle Down deflection and Flint the example of Rethuglican disdain of the people perhaps we can wake up the silent majority of the electorate and get them to vote in the off year elections.

"Trickle Down" is really "Golden Showers" by the 1% on the 99%.

CA's debt is 425 Billion...and they have almost the same debt to GDP ratio as Kansas.

These articles lay out the folly of Brownback's moves. Note that Kansas has been running a budget shortfall every single year since Brownback's cuts AND the deficit would be even worse if he wasn't playing games by moving money from road maintenance and other protected accounts.

The whole issue is people doing the same things over and over and expecting different results. Even worse, as I stated earlier, when Republicans claim they are fiscally responsible, why is it people have to keep cleaning up their financial messes?

High-Tax-Rate California has even more debt?? Wow. By the way...the 400 billion figure doesn't contemplate the pension obligations of that state. If that's included the debt ballons to almost 700 billion.....what's that do to the "Debt to GDP Ratio?"

Did Brownback lower taxes too much? Hell, I don't know. It's hard to say...but I'd rather have a politician return money to people than come up with a 'new government program'... Individuals make better decisions on how to spend their money than the government.

And for you Paul Krugman/NYT acolytes (Demand side economics) our economy tilts in favor of private enterprise/individuals by about 2/3rds...the government impacts about 1/3rd. Giving the 2/3rds more spending power will stimulate demand (my spending is someone else's income). Which is why the 'stimulus bill' didn't do squat for the economy, despite all those 'shovel ready' jobs..yuck yuck.

Raising taxes doesn't lead to debt, that's just silly on it's face. Our biggest problem is our taxes are still ironically too low in a few places.

Money "they earn" well that's a cute bumper sticker but it doesn't really hold up. Why would you rather the politician refuse to accept payment and then do a good job?

The Stimulus worked, that's not even open for debate anymore. IT's so solidly proven that now we are reminded that Bush was actually the one who started the stimulus. Whichi s fine he deserves credit for the good he did but still don't try to sell that crap to people who know better.

Lowering taxes below the level necessary to fund basic services like public education is fiscally irresponsible.

"Fiscal Irresponsibility" is, of course, a core tenet of Tea Party dogma.

Did Brownback lower taxes too much? Hell, I don't know. It's hard to say...

Virtually everyone with an IQ over room temperature recognizes that Brownback lowered taxes too much.
