Naked cats or dogs are IMO poor creatures... spine-chilling in a way... They make me feel sad and pityful

In Germany we have a law for animal welfare.
In that law there are some paragraphs which forbid to breed animals with characteristics which let them have pain, sufferng, disadvantage or abnormal behaviour.
The German term for these kinds of breeds is "Qualzucht", which seems to have to equivalent in English.
The direct translation would be "agony breed"....
