You will need to make the target of 100 posts in the forums in order for that functionality to appear in your User CP.

A long time ago, in a galaxy far, far, away, there were two jedi knights named Laurel and Manu who started a web site for authors of erotic stories. At the time disk space came at a premium, so there were rules put in place to limit the space used for the casual users.

Casual Users; those who create an user yet very rarely participate on the boards. Or disappear after a short stay and less than 100 posts.

Funny, I thought it was the opposite: I thought that at the beginning they were trying to get people to participate in the newly launched forum and were dangling the avatar as a reward -- a carrot on a stick, if you will -- to encourage folks to be involved and post.

That is always a given to a new site. So, yes, but then again, disk space was a lot more expensive back then than it is now.
