That wasn't what was being proposed. What was being proposed was all sexual assault was illegal, regardless of the gender of the perp.

In its ordinance, however, the government replaced the term rape with sexual assault, stating that any ‘person’ can commit the offence.

Are you really sure of those laws? In the article in the OP, it says this:

Explaining the reasons behind scrapping the comprehensive and gender-neutral definition of sexual assault, which would have covered abuse by the same sex as well as paedophilia, a senior government official said: "IPC section 377 already deals with crimes involving unnatural sex and related activity. Also, some of the concerns raised by women's organizations merited serious consideration and that is what has been done."

The government is also expected to propose enhanced jail terms for those found guilty of outraging the modesty of women and using obscene gestures or words against them.

That line sounds suspiciously like "Crimes against nature" which is another term for Sodomy, which is frequently a word denoting all sex but fucking for the purpose of producing children. Are there actually laws against a man or woman raping a man or a woman raping anybody. India is a pretty backward place, so there might not be.

I see they also want to make it illegal to give a woman the finger or to curse her. What if she cuts you off in traffic or steals your parking place? Would those laws also apply to women or would she get a pass?
