Senators in both parties are warning that a political food fight over funding for the Department of Homeland Security could cause a partisan government shutdown this month by derailing a second tranche of spending bills that Congress needs to pass by March 22.

Congress came within hours of a partial shutdown last week before it managed to pass a package of six largely noncontroversial spending bills before the Friday deadline.

Continuing resolutions aren't constitutional. They aren't a "budget" they're an IOU the government is writing to itself until they do have a budget which authorizes spending.

There's nothing in the Constitution which allows the gov to write IOU's to itself.
