Historically and from a contemporaneous vantage point how rare is it to find that the ruling class share the common characteristic of being elitist regardless of their political theories?

Historically, with a pause, a comma at least.

And contemporaneous only as an example of competition, implying conflict, harsh comparison.

Is there a ruling class? Does that make them the elite and do they share any characteristic political theories with those deemed common?

I saw no need to list an example of a political elitist. I would struggle to make a list of rulers that were not or are not elitists. So almost any example would do. Trump? Obama? What about Nancy or Hitler? Any of those names would follow the pattern of being elitists would they not?
 
Nowadays to be in any sort of political position you have to be an "elitist", money is what governs and decides power. The latter has been relevant for millenia, but recently has become inherently dominant. This isn't really answering your thread just my my opinon lawl.
 
There is as usual, a crap load more of closet elitist.
