It depends on where you want to put them.
If you want to attach a picture to a post such as this one, you scroll down the screen and click on manage attachments. Then you can upload a picture of maximum size 100kb and width 800 pixels, height 600 pixels. I have uploaded a picture of a motorcycle I used to ride.

If you want a picture beside your name, that is an AV, short for Avatar. You need to have made more than 100 posts before you can have an AV. Then you log out, log in again, go to User CP, and 'Edit Avatar'.
If you want to link to a picture stored elsewhere on the internet, you need the URL and the tags for an image.
