How Do You Define Interracial?

PC's a good ol' boy from Fresno. I think he is interracial, but he never gave specifics.

I'm Mex, Irish, Scottish, English, Swedish, Chinese, Negro (tribal origin unknown), Cheyenne, Apache, Lakota, German, Italian, Spanish, French, Serb, Ukranian, Portugese, and Romany. There's more in there, too. I AM interracial, I have no mother culture, no mother heritage, no single racial identity. My history is American and my heritage is American. My culture is hick.

Hmmmm... how about:

Anyone from one race category in the 2000 USA census who has a relationship with someone who is in another category? Seems official enough.
