You have to have 100 posts and, when you do, your index will change to let you upload something. If you want to reach that level quickly, you should get involved in a game of some kind in the Authors' Hangout.

Sometimes, even after 100 posts, you need to log out and log in again before you get the option to upload your avatar in User CP.
