I assume it's a USB one, as most of them are, now.
Stick the driver CD in, it should autorun, (although if it doesn't, your computer is more secure than if it does....) and select the driver installation option. When it's done, or when it asks you to plug in the camera (whichever comes first) then plug the camera into an available USB port. It will only physically fit into a USB port, so you can't plug it into the wrong place.
As long as the drivers installed properly, it should automatically find the camera when you plug it in and complete the setup.
Then you'll need to set up whatever program to use with it, which I assume is going to be some type of chat program. They're all different, but it's usually somewhere in the program options.
If it's USB it'll prompt you to install the drivers for it once it detects the camera. When this happens there will be two choices and I believe its the recommended one that is the CD you should have received with your purchase. Just click that with the CD in the CD-Drive and everything should run smoothly. If you didn't receive a CD, just post/PM the brand and model of the camera and I should be able to find the drivers online from the Brand's website.
