Help -- 'public comments'?

Folks:

I've noticed that some stories have a space at the end to 'leave a public comment'. Mine don't.

Any ideas about turning that feature on?

Go to your submissions page (where all your stories are listed and from which you submit new ones) and just tic the little circle for each. You'll see.
