I will always believe that they let him escape at Tora Bora on purpose. They left a mountain pass wide open. A mountain pass which led directly into the tribal regions of Pakistan.

You know, adding to their already over-burdened budget, fighting a war on a battlefield in which no invading army has been able to conquer in over a millennium.
