As a bi man, I do check out other mens' cocks when it is generally acceptable to do so, like at a nude venue or at a trough-style urinal at a sex positive establishment. In those situations, I check out cocks as naturally as I would a man's face or musculature.

However, in situations with other straight men, I definitely honor their need for privacy. When a guy pulls up really close to his urinal or avoids any type of eye contact or wears a towel to and from the shower in a locker room, you know he is probably straight.

I don't make a habit of checking a guy out in the circumstances you mention but I have done it occasionally. Sometimes without thinking but other times quite deliberately.

In locker rooms, there are signals to help a perceptive man know when he can look and when he shouldn't. So, unless you have a disability that impairs your understanding social signals, trust your instincts.

Sometimes it is obvious, like if a guy checks you out first or if he engages you in a comfortable and extended conversation while he is naked. With shy but curious men, the signals are much more subtle, but they usually respond positively after you initiate a light conversation or two in the locker room. With straight guys who have no curiosity, the signals are obvious. Those guys are automatically given plenty of space-- I don't even have to think about it.

I think most men are actually interested in what other mens' cocks look like, and their naked bodies as well. I think that is programmed pretty deeply in our evolutionary development, probably having to do with competition for mating, but also with regard to sexual impulses.
 
In social nudity situations (hot tubs, skinny dipping, gym showers, etc.), I'll check out dicks and let others check out mine. It's just natural curiosity, and nobody's making any effort to hide what they've got. I don't get turned on by the sight of a flaccid dick, but I'm not repelled by it, either. If a guy had an erection, I might get turned on, but I've never had the opportunity to test that.

But, like others have said, I think that checking out junk at urinals and such is an invasion of another's privacy, and I don't like to do stuff that makes other people uncomfortable.
