can you up load a pic to a PM ?
i have tryed it a few times but it never seemed to work.

No you can't use pics in PMs unless it's on the internet already...only when posting.

Just to clarify, you cannot attach pictures to PMs. If you already have the picture online somewhere, you can use the [ img ] code the same way you do on the forums.
