We’re #1! California Still Has Highest Poverty Rate in U.S.A​

The State of California still leads the United States in poverty, according to new U.S. Census data released Tuesday.

CalMatters.org reported:

The “supplemental” rates are calculated on three years of data and California has held the top spot for a number of years, almost entirely because of its extraordinarily high costs of housing, utilities, fuel and other consumer needs.
Nationally, the new supplemental rate is 9.8% but once again California tops the states at 13.2 percent, more than a third higher than the national rate.

The ultimate irony of California’s high poverty rate is that it’s a deep-blue state where all of the political power is held by left-leaning Democrats who profess to sympathize with the plight of the poor.

When asked, “Do you support abolishing the police?” He replied, “Yes, I’m a full abolitionist,” meaning he supports a “policeless state.”

“I don’t believe police have any effect on crime… The instigators of crime are poverty, mental health, economic issues, drug addiction, the family or locale that you live in,” he said.

“I asked people this all the time, I say, ‘Hey, do you work for somebody or are you your own boss?’ And most people say, ‘Well, yes, I work for somebody, but someday I want to be my own boss.’ And I’m like, ‘Cool. You know who wanted everyone to be their own boss? Karl Marx,’” Anthony said.

Newsome has had a rough run but much of the problems you're listing are due to our people making more money than the rest of the nation especially the red states. Wonderland? Nope. But I can ski, surf and hunt in the same day if I ration my time properly. I have world class zoos, Sea World, great museums. All things considered low gun violence (turns out gun laws work morons) but we have our fair share of problems though it would be nice if the Feds got up off their asses. It would nice if we at least partially abandoned capitalism, especially in the power industry.

What? California’s poverty rate, homeless encampments, rampant property crime, crumbling infrastructure, abysmal schools, and dependency on the top one half of one percent for half its income tax revenue are because people make more money than people in other states?

Kids are grown with families of their own. Wife and I moved out of the Bay Area in 2021 but kept the house. So no obscene state income taxes anymore. Incredibly refreshing!

Still at property taxes but am protected by Prop 13 (landmark reform passed by voters in 1978) which limits how much property taxes can rise to a max 2% per year. Also pay sales taxes, obscene gas taxes, and off the charts water and power bills when we visit.

The CalMatters article suggests a likely response to Governor Newsom’s growing budget woes:

“Finally, they could do what those in the Democratic Party’s left wing have wanted to do for years: jack up personal and corporate income tax rates or impose new taxes on personal wealth.”

They’ve already teed up some ballot measures aimed at neutering Prop 13 and imposing some new parcel taxes.

I am glad you brought up Prop 13 which is part of what makes it so fucking difficult for California to pay the bills. The fact the state hasn't flat out exploded due to that nonsense is a testament to making things work.

Imagine how difficult it would be for Californians to pay their bills if Prop 13 had NOT passed! A young family purchasing a median priced house in the Bay Area today will pay over $1,200 per MONTH in property taxes alone. Prior to Prop 13, the average property tax rate in CA was 2.6%. Under Prop 13, the rate is capped at 1% and assessments cannot increase more than 2% per year. Imagine paying > $2,400 a month just in property taxes.

Old people whose kids are grown and aren't going to inherit the house are essentially trapped in their home (unless they leave the state) because when they move a new home the tax will jump so they don't save money moving.

Property tax revenues in CA have increased an average of 6%+ per year since Prop 13 passed in 1978. That’s double the rate of inflation during the same period. Prop 13 hasn’t resulted in a revenue shortfall by any stretch!

The disincentive to sell a house that you mentioned was addressed in 2020 when CA voters passed Prop 19. That measure provides portability of Prop 13 protections for people who sell their house and move to another within the state. In other words, someone who has owned their house for 40 years or so can move without getting hit with a big hike in their property tax bill.

There is a bigger reason many longtime homeowners don’t sell their homes when relocating. It is capital gains taxes and property transfer taxes. The federal capital gains rate is around 20%. CA taxes capital gains as ordinary income, subject to the state’s insane marginal tax rates which reach 13.3%. Add to that city and county property transfer taxes which are common in most heavily populated parts of the state. The capital gains exclusion of $250K single filer/$500K married is way out of date. The reason I haven’t sold my CA house that I’ve owned for almost 30 years is because I’d owe almost $400K in combined federal and state taxes on the gain. I know many people who are sitting on their houses for that exact same reason. We use our CA house as a second home to stay at when we visit family and friends. It sits empty roughly 9 months out of year.

When our kids inherit it after we’re gone, the cost basis steps up and they’ll be able to sell it tax-free. This is a very common situation that’s keeping houses off the market across the country, especially places where property values have risen sharply. There is a bipartisan bill to address it that’s been introduced in Congress by CA Democratic Rep. Jimmy Panetta and a Republican from another state whose name I can’t recall that would double the capital gains exclusion. It would be an easy and obvious way to increase housing inventory on the market nationwide, but I doubt it will pass.
