You need to take a few classes in how taxation works. And some in accounting too.

Disney pays RCID "taxes." Those "taxes" pay in part for the maintenance of the roads on PRIVATE PROPERTY. Those taxes also go toward paying the bonds Disney sold (which should rightfully be corporate bonds not public issued bonds but...???).

IF Disney now has to pay the county those same "taxes" then the money will be used for the same purposes (maintenance of roads/etc and paying the bonds). Disney should get dinged by now having to pay for their own maintenance on their private property as well as paying the taxes to the 2 counties which used to go to RCID.

But we know that Disney does not have to pay the county the same taxes they were paying RCID.

That’s essentially what the legislator said. I’m sure there would be lots of complexities involved given that two counties, multiple forms of debt, and different forms of infrastructure services. Local governments have the power to tax.
