Why can't we just redistrict like Canada does? They leave it to a nonpartisan panel of civil servants.

I once collected petition signatures for a ballot initiative to change over to that system in Florida -- but the state supreme court, in a decision that made no sense at all unless explained in partisan terms (that is, in bipartisan terms -- neither Rs nor Ds wanted to give up their legislative redistricting power), kept it off the ballot.
 
Under the US Constitution, state legislatures make their Congressional redistricting rules (subject to constitutional parameters). Some states do have independent commissions. California for example, established an independent commission process about 20 years ago but voters suspended it in November so that the state legislature could draw a partisan map for the next two election cycles.
