...at least some of them such as flagellation and the desire to have a partner dressed in school uniform.

Some others are probably cultural and/or acquired behaviours. If, like me, your first sexual experiences were when women wore a particular fashion of dress, then that style of dress might become a fetish long after the fashion has become obsolete.

Hey, I'll answer the question--in both cases as described by Dr. M, they are likely learned behavior (i.e., classical conditioning) are a young age. What research I've done (informal) almost always tells the same story: kid gets a good look at woman's naughty bits (in or out of panties/bra) while she _________ (fill in the blank). That includes touches his penis with the toe of her shoes, spanks him, restrains him--or is just his first arousal and whatever she has particular to her captures his attention (like hairy armpits).

Likewise, the kid can do it to himself. If he gets aroused by an image of a woman with a whip as a child (if he, for example, likes catwoman comics?) he might well carry that into adulthood--especially if, at a certain age, he masterbates while gazing at such images.

It's really pretty basic ring-the-bell-dog-salivates stuff. Kid get sexual charge and it's associated with some object or event.

Kid grows up and gets somewhat aroused in adulthood when confronted by a similar event or images (like seeing a real woman with a whip), whether or not he recalls how it all started. If he indulges in the fetish, is brought to orgasm with it, then he reinforces it. This sets the pattern, as it were. So a guy gets off if a woman strokes his penis with the toe of her shoe. If he has this done to him enough times, he may eventually be able to get off by "worshiping" the shoe, no woman needed.
