There were different levels. I remember watching it live. Live cameras inside the Capitol shown on CNN. Some people did just follow the crowd. And were acting like awed tourists looking up at the rotunda. I still think they were idiots for even being there but they were different than the instigators, and the violent insurrectionists.

EVERY individual that followed after the group that violently breached the barricades / the police lines and entered the Capitol KNEW DAMN WELL that what they were doing was wrong.

Also:

The DOJ already let off most of the non-violent "innocent tourists" with a slap on the wrists.

The only individuals that would even need a pardon are the ones who actively participated in the violence / destruction at the Capitol, no???
