I recently published a few parts to a story I’m working in and after working on later parts I wanted to change some of what I’ve already published. I wanted to change the title and some backgrouno elements that amount to about 5-10% of the text. Could that be considered an edit or would I have to resubmit as a new story? Ideally I’d want it to count as the same story since I want to keep my good stars and nice comments!

You can do whatever edits you like, but if you want to change the title I think you'd have to delete the story and start again.

The title establishes the url for the story, and if you edit the content all of the metadata remains (scores, comments).

To edit, submit the new content with the same title plus the word EDIT, include a Note to the Editor, and wait a week or two. Edits are low priority for the site. The moral, of course, is to finish the story before you publish, but many of us don't do that. But now you see the down side of publishing as you go along. :).
