I see no reason why women cannot go topless if they want to (although there was a time in the USA when men couldn't, even at the beach). In some tropical societies that has been acceptable.

But men "exposing themselves" generally refers to displaying their penises in public, generally to an unsuspecting female. I'm unaware of any human society, certainly in the past 10,000 years. in which leaving genitalia exposed was acceptable for adults. Admittedly, some tropical cultures in which penises were covered but nothing else was came close- that is a most immodest expression of modesty! You seem to be making an apples to oranges comparison.
