I had to start a brand new account because my story was stuck in pending for over three months. And this new account doesn't work right either.

Yeah, it's a pain. This site would be better if they got rid of the 'update.' Everything worked fine before. Then they decided to make sure it stopped working for half the people.
No, it doesn't currently. There are several bugs that have yet to be patched. Not everybody experiences them, but that doesn't mean they don't exist.
Literotica utilizes caching to varying extents, so it can take days for some things to display the updated values. The last time I favorited a story, I think it took three days to show up on my Favorites list.
That's because the bugs are not in the account, but in the story submission process. I have one story in Pending that I've been trying to get through the process since September, but I've also had two stories published smoothly this month.
In my experience, when the login process gets wonky, you need to delete all of the Literotica cookies in your browser. That lets you login cleanly, with no remnants from your broken login session hanging around.
If you hit the New Posts page, your login will then get picked up. This is why I usually go to the New Posts page before logging in, so that it’s the first thing I hit after logging in.

It's been 4 days since the last person followed me. While that's not long... And favorized and following someone are two different thing. I can't say I know how log each one takes now.

Sorry, but no. As I mentioned, I still have a story stuck in Pending. I did have a second, but once I missed the Winter Holiday contest deadline, I pulled it for next year.
Actually, my first follower gave me a heart eyes emoji on my new story announcement post. Then started following me. And the second person following me was my other account. To see if it was working. Nope. Still zero.
I didn't know forum-side followers was a thing. No they are just following my profile so they can see me stories and stuff.
I feel your pain, to coin a phrase. I sometimes think the "publishing side" and the "forum side" are connected by tin cans and string. But with a little patience both sides can be made to work.
