Instructions on navigating the chat feature?
Apart from this Chat FAQ and the info on the main chat page, I don't believe there are any instructions. You pretty much sign up, log in, chat, and just deal with any technical problems (like chat being down, or getting banned for sending messages too quickly).
It seems the locked rooms are created by users to have a more private place to chat with certain people. For example, if you and I get to talking in the Lounge and decide we want to cyber, I could create a private/locked room, then give you the password via PM. A group of friends or people interested in a certain topic could do the same.
So, unless you're invited to a private room or given the password by someone who's in one, you can't get in. I wouldn't suggest PMing the creators of the locked rooms asking if you can join in, as it might interrupt their conversation (kinda like knocking on the bedroom door when you know someone's having sex), but then I'm not well-versed in the chat etiquette here.
You can find info on navigating the forums in the FAQs Before Posting and Blank Manual sticky threads at the top of the main How To page. If you want help with the story site, you should click on the Help link on the Lit homepage, then click on FAQ (though there's also a link in the FAQs Before Posting thread).
