The trouble is everyone is different, your cervix may indeed be lifting when you are aroused, but it may be lifting right into the line of fire.
My wife has a tilted cervix and she likes to be penetrated hard and it doesn't seem to bother her at all. Now that could be because of the direction her cervix faces or just the fact that two inches is not going to reach that far. :D
Seriously though, without a gyno exam it's going to be hard to know which way your cervix is facing and just why it is so tender, all I can suggest is to try varying the angles he penetrates you from.
Only you can tell if you are aroused enough, although you could certainly try extending foreplay until you are pretty much begging for it.
Of course there is always anal if you are into it.

You've been given a lot of good advice on positions, cock rings, etc. There's really not much more we can do.
 
:D i was, of course, referring to helping me out on the arousal part. I do believe I'm surrounded by literary geniuses, and a small foray into "new stories" may be in order
