Huh? You make several points that don't make a whole lot of sense to me. I don't know about the history aspect, but in modern times cunnilingus is viewed as the counterpart to fellatio, not lesser to it. In practice fellatio may be more common, but for the vast majority of people I would say the phrase "oral sex" conjures up images of both. As for a female-ruled world, do you have special powers that let you see into the future and know this will happen? I don't see it happening within my lifetime by far.
