I sort of agree. Like the character might be scared, hesitant, and even verbally say "they won't do it", but then they do end up doing it, but there are no threats, no blackmail, no physical forcing on the other person.

The most extreme is flat out rape, the second is rape that the person enjoys after it happens, the third is the person says no, but does nothing to absolutely stop it. Am I missing a stage? I've read a lot of the third types of stories.
