Comments that you can see on a story have already gone through the moderation queue and were approved. Sure, the process can miss violations of the content guidelines, so you should report those if you see any.
But basics such as “it’s actually a story, not a comment”? That can be discerned by length alone, meaning a simple automated check would’ve caught this. Since it didn’t, and the comment was let through, then reporting it on those grounds alone is just wasting moderators’ time.
