If you are going from Windows XP to another XP machine, the file and setting transfer wizard does a decent job. It will help you collect all your files and compress them into a single (very large) file which you can then move to the new computer and reverse the process using the same wizard. This is handy since it collects email, favorites and many settings that would be tedious to collect manually.

If your old computer is already blinded by the light... and not working properly, it gets more difficult. Normally I put the old drive inteh new computer as the slave, an extra drive. This works well if you are handy with a screwdriver. I've purchased an external USB enclosure to make it simpler and easier.
