"A New York City police officer is alleging that his department has arrest quotas that result in innocent people being arrested.

Officer Adil Polanco told WABC channel 7 in New York that his precinct -- the 41st in the Bronx -- has a "20 and one" monthly quota, meaning each officer is expected to issue at least 20 summonses per month, and carry out at least 1 arrest."


It's only a Management Tool, productivity monitoring kind of thing. Right and if the arrest report says no arrests, the people will wonder why they have to have so many cops?
 
This is common practice with every government agency; anyone is grist for the mill when work slows.
 
The award winner arrest of all time involved an unconscious mother and her toddler. Get this: Mom had a medical emergency and was unconscious, her toddler was safe in a playpen but had a poopy diaper when the cops forced open the door to the apartment. EMS took mom to the emergency room to get checked out, and then the female cop arrested mom for child neglect (poopy diaper). The cop took mom to jail and booked her!

2nd Place Award occurred when a woman stopped to pick something up at a friend's house and brought her school age kids along. While she was in the house the cops came, and arrested the mom cuz there was cat shit on the bathroom floor. It wasnt her house, wasnt her cat. The cop was a female. Mom got booked.

3rd Place Award goes to Deputy Coy. Coy made a visit to a house and found a pack of spoiled meat in the refrigerator. But otherwise the house was clean and safe. The deputy tried to arrest a mom who rented a room in the home, even though the meat wasnt her's. It was Christmas Eve, too.

Oh JBJ you bring riches to some threads. Since cops come from the 'lower classes',( a sweeping generality, but true) and are trained to be the 'thin blue line' between the righteous and the 'criminal' is there a "syndrome" for this?

It's good to know the city of New York is in such great shape that a policeman has trouble finding one violation a day worth writing a summons.

Cop applicants are screened to identify candidates who are bullies, rigid, and obedient. An IQ between 85-100 helps. The officer cadre are usually political appointments. Consequently theyre narcisscistic, aggressive, and test between 100-115 on the IQ scale.

I've never met a cop who wouldnt drop a murder call to chase after a stray dog.
