Gain weight or get pregnant, lol, and even those aren't a guarantee. They might still grow, though. I was 36B for years until I was nearly 23, then over the course of literally just a couple months they shot up to 36D. I went from a B to a C in just a few weeks, scared me half to death thinking I might be pregnant and I must have done a dozen pregnancy tests.
Implants are your only sure bet, but I would wait at least a few years, or decide to be happy with what you have. I'm 39 and a 38DDD and I'd love to be a few cup sizes smaller.

But it is a little bothersome that there is so much misinformation on these forums about breast implants. I see a lot of people giving warnings about certain problems, but those problems only occur with breast lifts. They don't happen with implants. A breast lift is a completely different surgery from augmentation.
Also, there is no way someone could actually feel my implants. My breasts feel and appear as natural as they could be. This is how most breast augmentations turn out. But if a 100-pound woman decides she wants 400cc implants, then yes, the world will know. Sometimes people take things too far.
In anything we do in life in hopes of "moving forward," there are risks. It's important to weigh those risks against the possible reward. For most situations this involves asking yourself, "What's the probability that something might go wrong?" When it comes to breast augmentation, that probability is extremely low.
