Deviantart is where I'm going at the moment. The name says it all really

Most of the stock image sites have license terms where it usually says that images cannot be used in pornographic or defamatory uses. Shutterstock, Fotolia, Dreamstime, Envato, Canstockphoto and 123rf all advise that erotica book covers is not an allowed usage according to their license terms.

You might want to do a reverse image search after you find one that you like to make sure it hasn't been used too many times before.

If you want to do your own cover, Canva is free and they have some good templates.
