Here's the dilema:

I'm kind of flat-chested but I have a big butt and I want to look proportional. So I want breasts. (These padded bras are just not working.)

I was wondering whether or not it's safer to take pills to increase your bust, even though it's not really approved or guaranteed to work.

Or risk getting breast implants.

There seem to be pills and medications for everything, but the thought of ingesting unknown chemicals freaks me out. On the other hand, surgery isn't appealing either. But I need breasts!

I would seriously, see what you doctor thinks is the most effective and least invasive (in a sense) procedure.
