I would suggest that the United States turn this one back on Putin: declare that messing around with either cyberspace or the power grid (which they've also shown they can do) inside the United States or any NATO country would be considered a declaration of war. In this time, it absolutely is a direct attack.

I don't think Putin wants to go to direct war with the United States or NATO--particularly after the weakness of his forces and position has been revealed (even to him). The question is how he can extricate himself at this point and how retribution is going to work. The only clear path is his removal.
