Best waterproof vibrator?

Don't have a toy recommendation, but you can slip one into a condom and tie off the open end and you'll have a perfectly waterproof toy. You'll also have the added benefit of not having to clean it afterwards, not that it's a big deal to do so.

Ballooning is a technique used by many to waterproof sensitive items. I myself use it to protect electronic controls when playing with radio controlled vehicles. Of course, I use actual balloons and not condoms, but the principle is the same. ;):D

This might be a silly question, but have you tried a handheld showerhead massager that has a long hose and lots of different water configurations?

The waterproof vibes I've felt at Babeland have lacked power. However, if you do go that route, look for something that has at lease three AA batteries and provides more targeted/focused stimulation. I'm a Hitachi lover too, and I find vibes that don't have at least that amount of power and/or have a surface that is more round or flat to be far too wimpy. Apart from the handheld showerhead, you're not gong to dind anything that's anywhere near as powerful as your Hitachi, but by choosing the right shape and maximum battery power, you'll get closer.

Oh I love the handheld shower attachments but I can't get one in my apartment. The three battery guidelines is a good tip SweetErika, thanks!
Why wouldn't you be able to put it in your apartment? When we lived in apartments, we did. We simply removed the existing cheapola showerhead and put it in a baggie under the bathroom sink for safekeeping, then installed our own handheld head. When we moved out, we switched back and took our unit with us. We never asked the managers because, well, it didn't affect them one bit

If it's an issue with the management/landlord not wanting you to make changes, you could say you require a handheld unit due to an ongoing medical condition or disability. Those units are helpful for anything from wounds to casts to arthritis/limited mobility to bathing children, but you shouldn't have to specify which condition you have, only that the current head doesn't accommodate your physical needs (which is totally true, right?).
