My guess here is the drunk girl in the back pulls the birthday boy, who was driving, into the back seat. The third person tries to "take the wheel" and they crash. Or they are just full of shit.

Another option is that it was oral sex and the 21 year old exhibited typical 21 year old lack of control and gunned it.

Possibly. I lived in that area for about fifteen years and let me tell you, by the end of that, even in the wee hours of the morning, the Beltway was pretty busy. But yes, probably had to be that late.

It was indeed difficult to tell just who was driving, but since everyone involved was denying it, could it be a creative use of cruise control?

I did once. But it was 1963, right before the Virginia segment of it opened--and we drove the wrong way on it too (in a 1963 red Impala convertible).

For the last 20-30 years, it is only possible between the hours of 3:30-4:30 a.m., if at all, in certain areas not being under "overnight" reconstruction or located within 2 miles of the Wilson or Chain Bridges over the Potomac.

During a.m. and p.m. rush hours, you're doing great if you get to hit 30 mph in a given stretch.
